PLANNING BOARD MEETING

September 20, 2007

 

 

The regular monthly meeting of the Bradley Planning Board opened at 7:02 p.m. this date in the council room at the Bradley Town Office, with the following Planning Board members present: Chairperson Linda Hardesty, Dean Bennett, Sharon Dill, Shawn Brown, Marty Jackson, and Charles Norburg (CEO).

Citizens present: Dan Delaware, Dawn Morgan, Charles Wilcox, and Oscar Emerson.

Chairperson Hardesty opened the meeting with the Pledge of Allegiance.

Review of Minutes: Bennett motioned to accepted minutes as read and was seconded by Dill. Vote 5-0. Motion carried.

Citizens’ request: None

Presentation: Bethany Atkins, of Beginning with Habitat, gave a presentation regarding Beginning with Habitat and how they can help Bradley. Beginning with Habitat is a non-regulatory collaborative approach to conserving open space. They work with towns throughout Maine by bringing them a data set and a series of maps showing them where their wildlife habitat and open spaces are so the Town can then incorporate it into their Growth Management Plan, Comprehensive Plan, and/or Open Space Plan. Ms. Atkins shared many facts regarding Maine’s habitat and how increased development over the years has effected the habitat. Beginning with Habitat offers towns many different services. They are as follows:

  1. Comprehensive Resource Mapping
  2. Presentations explaining how to use the Habitat Maps and some of the science of what happens to wildlife as land is developed.
  3. Notebooks that include all the Town’s maps and interpretive material on how to use Beginning with Habitat on wildlife habitat in the State of Maine.
  4. Digital data and Meta data for mapping efforts.

Ms. Atkins also presented many different types of maps of Bradley and explained how each one is used.

 

Old Business: Oscar Emerson representing Charles Wilcox for a Preliminary Hearing for Pine Knoll Road Subdivision. There are10 lots proposed along an existing gravel road. The lots all meet municipal zoning criteria. The preliminary soil tests are done. There are no wetland disturbances. The covenants are similar if not equal to the Ten Road Subdivision. The right of way will be equipped with a Hammerhead turn around at the end and gravel turn out halfway down. There is an existing 2000-gallon holding tank/dry hydrant, near the road entrance, which Chief Gifford said would be satisfactory. A letter was received from Haskell Water Wells stating all wells they have drilled in the surrounding areas have adequate water supply. A list of abutters was provided to The Town. The Town will send the letter giving notice to all landowners within 500’ of the subdivision. A copy of the letter to abutters will be filed in office. The 20 State criteria were reviewed. Planning Board requested a letter in reference to storm water management. Bennett motioned for the approval of the preliminary plan entitled Pine Knoll Subdivision with a stipulation that a letter regarding reference storm water management be obtained from DEP. This was second by Kearney. Vote 5-0. Motion carried. Mr. Wilcox requested to be put on the agenda for next month for public information hearing.

Dean Bennett reported that most of the first draft subdivision ordinance is done. There are a few sections missing that he will provide later. A copy was given to each planning board member. Bennett asked that the Planning Board review this before the next meeting, as it will be gone over. Copies of the ordinance will be sent to the absent members.

New Business: None

 

Next Meeting to be held on October 18, 2007 @ 6:30 p.m. Chairperson Hardesty is excused and Bennett will act as Chairperson. The public hearing will be from 6:30 to 6:45 P.M.

Adjourn: Dill motioned to adjourn and was seconded by Bennett. Vote

5-0. Motion carried. Meeting adjourned at 8:15 p.m.
