tell them, as it does not appear to be consistent and <span class=3DGramE>f=

style=3D'mso-spacerun:yes'>  </span>Councilor Emerson stated that it was Ma=
rk
Gibson’s the assessing agent forte; however he will forward his understandi=
ng
of the evaluation.<span style=3D'mso-spacerun:yes'>  </span>Number 1 with s=
hore
land zoning lake, river or stream they are going to have higher value.<span
style=3D'mso-spacerun:yes'>  </span>In addition, the new construction that =
had
taken place in the past 10 to 15 years was assessed at 1990 constructions
standards, to keep a decree of level playing field.<span
style=3D'mso-spacerun:yes'>  </span>When the new assessment was done proper=
ties
were assessed at a higher value.<span style=3D'mso-spacerun:yes'>  </span>B=
etty <span
class=3DSpellE>Agrell</span> asked why Mr. Gibson wasn’t here; Manager Doane
stated that the rumors circulating were budget concerns, not assessments; s=
he
further stated there were no formal requests made for tonight’s meeting.<sp=

style=3D'mso-spacerun:yes'>   </span>Mrs. <span class=3DSpellE>Agrell</span=
> stated
her value when up 40% another property was 50%, and the change isn’t always=
 on
properties that have changed.<span style=3D'mso-spacerun:yes'>  </span>Mana=

Doane explained that the last time the Town went through a re-evaluation wa=
s in
1991, therefore all the new construction that came into the Town over the l=
ast
18 years were assessed as if it were a home that were built in 1991.<span
style=3D'mso-spacerun:yes'>  </span>She further explained that her house di=
dn’t
necessary have to change, the market had changed.<span
style=3D'mso-spacerun:yes'>  </span>What Mr. Gibson is saying is that the
valuation, is based on the current market and everyone is on the same playi=
ng
field.<span style=3D'mso-spacerun:yes'>  </span>For example taxpayers have =
come
in and stated they received a recent appraisal due to a re-finance which is
lower than the town valuation, unless he goes to the home and can see that =
the
appraisal is true and see what the difference is he cannot just make the ch=
ange.<span
style=3D'mso-spacerun:yes'>  </span>She stated that tonight the Council wil=
l be
asked to grant abatements on homes that he thought had full basements, in w=
hich
they did not, some homes had fake brick siding he thought it was real and so
on.<span style=3D'mso-spacerun:yes'>  </span>Those changes he can make, how=
ever
to just state your home is not valued at the Town value is not adequate bec=
ause
taxpayers need to on the same formula.<span style=3D'mso-spacerun:yes'>  </=
span>Manager
Doane stated that he has meet with several people, she stated between herse=
lf
and he, there have probably been over a 100 conversations regarding the
valuation.<span style=3D'mso-spacerun:yes'>  </span><o:p></o:p></span></p>

style=3D'font-size:12.0pt;line-height:115%'>Jeff <span class=3DSpellE>Labre=
e</span>
stated that he was told that Mr. Gibson is going on 2006 markets, when the
market was higher.<span style=3D'mso-spacerun:yes'>  </span>Manager Doane s=
tated
she <span class=3DSpellE>she</span> thought these discussions needed to be =
with
Mr. Gibson and would like to invite him to the next Council meeting to disc=
uss
these issues with the audience.<span style=3D'mso-spacerun:yes'>  </span>She
further stated she did not want to put these people off, however she doesn’t
have these specific answers and the knowledge, and she would like the taxpa=
yers
to get the correct answers.<span style=3D'mso-spacerun:yes'>  </span>Manager
Doane stated that before he completed the re-evaluation, Town Council did m=
eet
with Mr. Gibson and asked him how the current market was going to affect the
process and he assured them that he had made allowances, and had the “comps=
” to
support his numbers.<span style=3D'mso-spacerun:yes'>  </span>Mr. <span
class=3DSpellE>Labree</span> stated that he had come to his home over the s=
pring
and asked him a few questions regarding the inside; however Mr. Gibson didn=
’t

rdless
of what the re-assessments came in at the budget came in $300,000 higher th=
an
last year causing the increase in taxes.<span style=3D'mso-spacerun:yes'> 
</span>Manager Doane agreed stating she heard Mr. Gibson explain to a taxpa=
yer,
that if for some reason found that his values were adjusted 20% too high, a=
nd
he lowered everyone’s value by that amount, the Town still needs to raise t=
he
additional $300,000 therefore everyone’s valuation would go down, however t=
he
mill rate would go up, and the tax bills would be exactly the same.<span
style=3D'mso-spacerun:yes'>  </span>Mr. Richards asked about the notices th=
at
were sent out in July providing the new values and estimated tax amounts, he
understood that it used last year’s budget; however the 2009 budget figures
were available.<span style=3D'mso-spacerun:yes'>  </span>Manager Doane stat=
ed
that the notices were sent out as that was a requirement of his contract.<s=
pan
style=3D'mso-spacerun:yes'>  </span>The requirement was that notices would =
be
sent to residents using the current budget figures which were the 2008
budget.<span style=3D'mso-spacerun:yes'>  </span>She further stated she
understood the confusion and noted that it caused a lot of work for herself=
 and
the staff to field questions after the real tax bills was sent out, however=
 it
was a contracted agreement.<span style=3D'mso-spacerun:yes'>    </span>As an
assessing agent, Mr. Gibson wanted the taxpayers to compare apples to apple=
s,
the reason that the tax amounts increased was due to the budget not the
re-evaluation.<span style=3D'mso-spacerun:yes'>  </span>If the budget had s=
tayed
the same the tax amounts the mill rate would have gone sustainably.<span
style=3D'mso-spacerun:yes'>  </span><o:p></o:p></span></p>

</span>Councilor Wilcox asked “knew about what”?<span
style=3D'mso-spacerun:yes'>  </span>The resident stated the Town Council me=
eting
and not everyone knowing what was going on.<span style=3D'mso-spacerun:yes'=

</span>Councilor Wilcox stated that there is a Council meeting every two
weeks.<span style=3D'mso-spacerun:yes'>  </span>Manager Doane stated that t=
his
meeting is a regularly scheduled Town Council meeting and each meeting ther=
e is
an agenda item for citizen’s request.<span style=3D'mso-spacerun:yes'> 
</span>Manager Doane encouraged residents to go to townofbradley.net, there=
 is
a calendar listing every meeting, she further stated that if a resident wan=
ted
to place on the agenda that is always welcomed.<span style=3D'mso-spacerun:=

</span>Manager Doane stated she doesn’t post the agenda, however could do so
easily.<span style=3D'mso-spacerun:yes'>  </span>She stated the agenda is
typically very general, and that is why there is an open citizen’s
request.<span style=3D'mso-spacerun:yes'>  </span>Manager Doane stated that=
 the
minutes are always posted on the website, and she would hope that those wou=
ld
encourage citizens to make comments.<span style=3D'mso-spacerun:yes'>  </sp=

spring when the Town Council was working on the Town’s budget, the school
amount was an unknown; Manager Doane confirmed that was true.<span

is questions’
regarding the assessment then they need to speak to Mark Gibson.<span

some of us have done that in the past, and he is not an easy person to talk

 voted

further added that 100 people approved a 900,000 building; she stated that =

did not know that there was a building committee until she read the

stated she understood that it was in the Town Charter that it is a requirem=
ent;

not a lot of people come to the meetings, however in here opinion it was

</span>Mrs. Hayes stated that she felt that even if you knew what you were
voting on; because of the wording you would not be able to get the vote you

bills went up $1000 and other did to, what would happen next year when they
want to put purchase a new truck? Manager Doane stated the voters would hav=

it right now; however she did know that the building committee had meetings

the meetings were posted on the sign, on the website and even in the Penobs=

meetings was to see what the Town needed for a fire station. Mr. Spencer st=

that everyone wants a nice new building, however is it appropriate?<span

question to the people and the Council, as the Town Council goes to a commi=

public support was established through referendum. As a Council there is no

asked who would manage the project; Manager Doane stated it would be the

matter the economy and looking at the next 30 years.<span

new fire station, nobody is going to get her house any faster.<span

stated that she knows how hard the committee worked to make sure the station

she thinks it is interesting that people are having a nervous breakdown
regarding 59,000 for a fire station, but 10 people voted to increase our sc=
hool
budget by $182,000 and nobody is flipping about that.<span

stated that when her kids were in school she didn’t think it was a good idea
for high school students to be with elementary school kids together, becaus=
e of
what they hear and see, High School kids are not a good example for element=

en the
RSU was formed, a cost sharing formula was necessary.<span
style=3D'mso-spacerun:yes'>  </span>The formula for year one (the first yea=
r), is
based on what the Town spend over EPS the previous year.<span
style=3D'mso-spacerun:yes'>  </span>He quickly explained that EPS is figure=
d by
the State on how much Towns should be paying for essential programs.<span
style=3D'mso-spacerun:yes'>  </span>Bradley was spending way above EPS befo=
re the
RSU was formed.<span style=3D'mso-spacerun:yes'>  </span>These decisions we=
re
made by the voters, regarding the small school with a full time principal a=
ffected
the formula.<span style=3D'mso-spacerun:yes'>  </span>The Town of Bradley w=
as
spending a great deal more money than the other towns that you were looking=
 to
join.<span style=3D'mso-spacerun:yes'>  </span>The above EPS money this year
based on your prior spending you had to expend 22%, which is a lot of money.
After the first year, the cost formula is based on a 50/50 formula which is=
 50%
number of students compared to the total and 50% valuation compared to the
total valuation of the RSU.<span style=3D'mso-spacerun:yes'>  </span>Using =
the
second year formula the Town would have funded 15% instead of 22%; it would
have been $150,000 less.<span style=3D'mso-spacerun:yes'>  </span>Mr. Walker
stated that the State economy is not getting any better; the amount the Sta=
te
funds for education is much like the municipal revenue sharing it is going =
to
decrease.<span style=3D'mso-spacerun:yes'>  </span>Mr. Walker stated that t=
he
Town’s and the Schools will be faced with some very difficult decisions.<sp=
an
style=3D'mso-spacerun:yes'>   </span>Oscar Emerson asked why there were dif=
ferent
formulas.<span style=3D'mso-spacerun:yes'>  </span>Mr. Walker stated when t=
he
plan was be formed they a formula that was fair, the building debt for Old =
Town
and Alton was backed out of the RSU assessment.<span style=3D'mso-spacerun:=

</span>Next year the debt comes in because the percentage will drop based on
the number of students and the valuation.<span style=3D'mso-spacerun:yes'> 
</span>Mrs. <span class=3DSpellE>Agrell</span> asked for clarification on t=
he
valuation, Mr. Walker stated that was Total valuation.<span

that sense the value had just gone “through the roof”, our percentage would=
 be

RSU uses the valuation, provided by State.<span style=3D'mso-spacerun:yes'> 
</span>She further explained that each year the State of Maine comes to Town
and looks at real estate and deed transfers and assigns an appropriate

parked
the re-evaluation, because the Town of Bradley was 70% lower than what the =
State
valued the Town, the State required a new valuation.<span

ation
is actually much closer to the State valuation than before.<span

graders were in a portable classroom behind the school, as superintendent of
schools it is his responsibility to look out for the best interests of all =
the

room
in Old Town and thought that the discussion should at least take place.<span
style=3D'mso-spacerun:yes'>  </span>Mr. <span class=3DSpellE>Columbe</span>=
 stated
that it may benefit the 4<sup>th</sup> graders because they would have 2 ye=
ars
at the new school, not 1 then <span class=3DGramE>be</span> forced to move

like
to see the 4<sup>th</sup> graders there, however for a different reason.<sp=

</span>The Town of Bradley received a check in the amount of 1284.75 from t=
he
State of Maine, which according to Kelly Theriault, Business Manager for Un=
ion
90 and now Milford School Department, is an amount the Town has always

ue to
the Town of Milford for reimbursement, as they provided the hot lunch progr=
am
to Bradley students.<span style=3D'mso-spacerun:yes'>  </span>Manager Doane=
 has
placed that amount in the warrant that was presented tonight.<span
style=3D'mso-spacerun:yes'>   </span>Manager Doane is looking for guidance =
from
the Town Council for the remaining $300.02 which represents outstanding stu=
dent

 Kelly
Theriault no longer works for Union 90 as there is no Union 90 and will not=
 be
doing any collection, Mr. Walker has stated that he will have Mrs. Leonard,=

Rand principal, attempt to collect some of the debt. Mr. Walker stated that
there was apparently agreement between Milford and Bradley, that they would
provide the hot lunch and would receive the state subsidy check, however the
balances owed that were not collected upon before school closed.<span

Milford provided the hot lunch program and it is there debt to collect addi=
ng that
the RSU will do what they can to assist in collection; however that is not
