Town Council Meeting=

July 7, 2009<= /b>

Open Town Meeting: Councilor Oscar Emerson opened = the Town Council Meeting at 6:34p.m. Town Council present included, Nicholas Wo= od, Lillian Coulter, Audrey Wilcox, Fred Gifford and Oscar Emerson. Office staff present was Town Manager M= elissa Doane.

New Business: Motion was made by Councilor Gi= fford to nominate Councilor Emerson to act as Town Council chair beginning July 1, 2= 009, seconded by Councilor Coulter, no discussion vote 4/0, Emerson abstained.

Motion made by Councilor Giffor= d to accept the DH Snow Plowing Contract as present for the 2009-2010 winter sea= son, seconded by Councilor Coulter, Councilor Gifford asked if Dan would be able= to do the contract due to his injuries. Manager Doane stated that Dan’s son, Danny has been running the comp= any with no problem and Dan Sr. did not do the plowing himself. Councilor Emers= on asked about issues from last winter, Manager Doane stated the issues were basically Elm Street in the fact there is lack of a turn around. D&H turns around in Tammy Patterson= ’s driveway and cleans out the area when the storm is done. Councilor Emerson asked about the incid= ent that happens on Highland Avenue. M= anager Doane stated that was a lack of communication on her part that the homeowner should have been contacted about the potential problem sooner, vote 5/0.

Councilor Emerson welcomed Nich= olas Wood to the Town Council.

Review of Minutes: <= /b>Councilor Gifford made a motion= to accept the June 24, 2009 minutes as presented, Councilor Coulter seconded, = no discussion vote 4/0, Wood not present at meeting.

Manager’s Report:

Manager Doane reported the FEMA= grant has been reviewed by Eastern Maine Development Corporation and the edits we= re applied. Manager Doane also contac= ted Chris Shrum who was a past employee of Eastern Maine Development Corporation that specialized in grant writing. He too has reviewed the grant and his suggestions added. The grant will be submitted easily by t= he Friday deadline. Manager Doane rep= orted that she is waiting until the July 10 deadline, to have a chance to continu= ally review the grant and allow for idea opportunities.

Manager Doane has met with Merr= ill Merchant; they will be able to provide the loan for the 4% rate which is the same as the USDA. They are looking= for a depositary relationship, she was able to meet Merrill representatives, and = it looks like the services will be basically the same as what is being provide= d at Bangor Savings Bank. The biggest difference is the lending relationship, which Manager Doane will save time = and money regarding the fire station project. Merrill is providing a loan approval up to $900,000 with no short te= rm lending. The Town will be required= to establish one loan verses two using the Maine Bond Bank or USDA.=

Manager Doane attended the Chem= o Pond North Annual meeting on June 27, 2009. She stated she was very well received and was glad she was able to attend. It was very insightful to = hear the issues that the association addresses, such as road maintenance and its impact on the shore land and water. The property owners were very excited about the dumpster and Manager Doane beli= eves their cooperation will make a successful venture. The dumpster was in place for the Independence Day weekend, however because the Town of Clifton was closed on Friday it was placed correctly. It was also reported to Manager Doane t= hat the dumpster did not have a lock on it, Manager Doane contacted Neil from M= aine Waste Systems, and he will insure that the lock is placed on the dumpster on Friday when he does the pick-up. M= anager Doane also added that the members continually spook of emergency respondent= s, and their desire to insure safe passage and access to the property. Manager Doane has spoken with Chief Gif= ford about improving fire safety, he suggested contacting a landowner and asking= for an easement to the water way (pond) so that water access is continually available. The easement would prov= ide greater access to water supply, rather than a dry hydrant or pipe. Manager Doane mentioned that she intend= s on communicating with Chemo Pond North Board members in the fall and will addr= ess this issue with them.

Manager Doane will be sending o= ut reminder notices to the land use and junk yard violators at the beginning of next week. This notice will state = they have until July 27, 2009 to comply or notice will be directed to the Town attorney to pursue through district court. Manager Doane stated she feels t= he property owners that need a reminder is: Muriel Besse, Ed Buck, Roy’s, Ricky Page and Judith Tinkham.

Manager Doane stated she receiv= ed notification from Laura Rose-Day, the director of the Penobscot River Restoration Project, that they will be receiving a grant of 6.1 million dol= lars created from the Stimulus Package to help with the project. Ms. Day also stated that she has made s= ome contacts regarding grant funds for the lumberman’s museum land located in t= he village. She will be back in conta= ct with Manager Doane in the next few weeks to discuss the project.

Manager Doane wished to thank T= own Council for the nomination of Rookie of the Year through MMA.

Councilor Emerson took a few mi= nutes to update Councilor Wood of the items contained in the Manager’s Report, directed mostly on the ordinance updates that have taken place over the last five years. Manager Doane stated t= hat the new land use ordinance is currently being reviewed by Town Council memb= ers for discussion during an August Town Council meeting.

Unfinished Business: Councilor Gifford asked if more street lights could be installed on t= he Ten Road subdivision, he has received a few requests. Councilor Emerson stated that during th= e next two weeks Town Council members should review the area in question and make a decision at the next Town Council meeting.

Municipal Warrants: <= /b>Councilor Gifford made a motion= to accept municipal warrant #1in the amount of 2625.83, warrant #2 in the amou= nt of 48412.29, seconded by Councilor Gifford, no discussion, vote 5/0.

Councilor Gifford made a motion= to accept Manager’s contract as presented, seconded by Councilor Emerson, no discussion, vote 5/0.
