Town Council Meeting=

June 11, 2009=

Open Town Meeting: Councilor Emerson opened the To= wn Council Meeting at 6:35 p.m., Town Council present included, Lillian Coulte= r, Audrey Wilcox, Fred Gifford and Oscar Emerson, Councilor Strout excused. Office staff present was Town Mana= ger Melissa Doane.

Review of Minutes: Councilor Gifford made a motion= to accept the May 26, 2009 minutes as presented, Councilor Coulter seconded, no discussion vote 3/0, Councilor Emerson abstained.

Manager’s Report: Manager Doane reported that she had spoken to Chuck Simps= on from the Maine Department of Conservation regarding the condition of the Ba= ck Mills Road. He stated he woul= d look at the road. She has not hear= d back from him.

Manager Doane was able to get t= he paperwork completed for the controlled burn the Town Council authorized at = the May 26, 2009 meeting; Chief Gifford reported that the burn was very success= ful.

Manager Doane has made contacte= d with Reggie Mitchell regarding fixing the Elm Street ditch, culvert area. He did have surgery and is expecte= d to be able to do work within 3 to 5 weeks.&nb= sp; Manager Doane did have Bernie Dill seed Tammy Patterson’s lawn area where the culvert was replaced.

Manager Doane had Bernie Dill s= weep the gravel back into the shoulder at the Cram Street and Baker Lane intersection; she has asked him to review the area periodically. She also had him remove the sand f= rom the Ten Road area. She spoke = with the sweeping company; they reported that a resident from the Ten Road had a= sked them to dump the sand there, as they were going to use it on the Cross Road. Manager Doane reported to the company that dirt cannot be placed on a public road without her authorization. Bernie confirmed that when he was removing the pile a resident approached him about the intended use; Manager Doane had him place the sand= at the salt shed area.

Manager Doane and Peter Currier= meet at the Main Street regarding the gravel.&n= bsp; He will scrape an area 36’ x36’ where the trucks park for the cleanup and place 4 loads of gravel in the area for $1000.00. Manager Doane also asked him to fl= atten the piles of fill that are located there now. Councilor Gifford made a motion to approve withdrawing $1000 out of Town Council’s un-appropriated surpl= us account to pay for the site work, seconded by Councilor Wilcox, no discussi= on vote 4/0.

Referendum results were placed = in Town Council boxes, all articles passed; Town Council elected was Lillian Coulter and Nicholas Wood. As= the borrowing article passed, Manager Doane asked the Town Council if they wish= to move forward to Robert Fenney architect and Randy Bragg as the engineer. Town Council agreed that they shou= ld continue on with the next phase of the project. Manager Doane explained that Mr. F= enney stated the next step would be to have the area topography done, and then mo= ve forward with a soil test for the septic design. Manager Doane stated that it was h= er opinion that the funds for this step be taken out of the bond anticipation account. Councilor Emerson st= ated that donate the topography and the soil test and permit fees should not be = more than $500.00. Councilor Giffo= rd made a motion to pay for the permits out of the bond anticipated account, i= n an amount not to exceed $500, seconded by Councilor Wilcox, no discussion vote 4/0.

Manager Doane informed Town Cou= ncil that the application for the fire station grant became available today. She started working on it today, a= nd has forwarded the information that needs to be completed to Eric Gifford. Manager Doane has also been in con= tact with Eastern Maine Development Corporation regarding the grant. Staff from Eastern Maine Developme= nt Corp will review the grant application before it is submitted. She has asked their staff to review the guidelines and report to her on items that should= be addressed. Manager Doane repo= rted that the guidelines do state that communities that contribute to the project will be prioritized higher. S= he will be looking for recommendations from EMDC.

RSU budget open meeting was hel= d on June 10, 2009. The final vali= dation will be on June 23, 2009 at the Bradley Municipal Building. The total RSU budget was set for $16,652,000 with Bradley’s share being $1,107,878.59. Manager Doane explained that she h= as been working with Union 90 to reach an agreement on the school fund balance. She has contacted Jo= e Roy and is looking for a figure to agree upon.= She stated that it is her opinion that the school fund balance is $281,968.00 and $175,000 was used towards this year commitment, therefore giving them a balance of $106,968. She also stated that there is the $57,609 fund balance that is used towards school facilities.

Manager Doane had Edmond Bearor review the agreements regarding the Chemo Pond/Town of Clifton dumpster, wh= ich she placed in Town Council boxes. Mr. Bearor stated that he thought it was ok to proceed. Manager Doane has spoken with Neil Bonneville of Maine Waste Systems and he is going over to the Clifton Town Office to arrange a time to set the dumpster.

New Business: Councilor Gifford made a motion= to accept the municipal quitclaim deed without covenant regarding transferring= the school deed to RSU#34, seconded by Councilor Coulter no discussion, vote 4/= 0.

Councilor Gifford made a motion= to accept the warrant and notice of election for the RSU #34 Budget Validation Referendum set for June 23, 2009, seconded by Councilor Coulter, no discuss= ion, vote 4/0.
