Town Council Meeting

MEMBERS PRESENT: Sally Strout, Fred Gifford, and Lillian Coulter. Oscar Emerson and Audrey Wilcox were excused.

 

STAFF PRESENT: Manager Melissa Doane, Virginia Oakes as note taker, and Eric Gifford

 

OPEN MEETING: Chairperson Strout opened the Town Council meeting at 6:30 p.m.

 

CITIZENS PRESENT: None

 

REVIEW OF MINUTES: Councilor Gifford motioned to accept the minutes from January 9, 2008. Motion seconded by Chairperson Strout. Vote 3-0. Motion carried.

MANAGERS REPORT:

  1. On January 30th the Town of Orono is hosting a Municipal Officials Workshop from 6-9 p.m. at the Orono Town Office. Manager Doane encourages Council to attend. She plans on attending.  
  2. The School Board is meeting tonight in which they will be discussing the school budget, they presented draft which is in the council budget binder.  Manager Doane also reminded Council of a school consolidation meeting January 23rd in Greenbush.
  3. On January 24th a Community Forum regarding Red Shield will be held at 7:00 p.m. at the Viola Rand School. Index cards will be provided for people who are not residents of Bradley. They may provide contact information with questions or comments and return them to Manager Doane who will give the card to the appropriate person.
  4. The Subdivision Ordinance is ready. Manager Doane provided a copy for each Council member. Dean Bennett will be at next meeting to discuss the ordinance with Council. Dean would also like to discuss moving forward with starting the Land Use Ordinance.
  5. Manager Doane provided Council with a letter from the Town attorney. He has confirmed that the Town of Bradley owns the Viola Rand School. Furthermore, he found no deed restrictions. Manager Doane asked Council’s feelings about subdividing the property. This would allow the Town of Bradley to retain the field behind the school. Council agreed it was worth looking into. Manager Doane suggested contacting Oscar Emerson to survey all the property. Councilor Gifford motioned to contact Oscar Emerson to survey the property of the school with a cost of no more than $1000.00 and it is taken from Unappropriated Surplus. Chairperson Strout seconded the motion. Vote 3-0. Motion carried.
  6. The yearly budget books were presented to Council. As presented, the budget is $40,000.00 under the Budget Cap. The first Budget Workshop will be held on January 29, 2008 at 3:00 p.m.
  7. Manager Doane reported that the Town of Bradley has taken ownership to 11 properties as of January 22, 2008 for 2005 taxes not paid. Council granted a 15 day grace period for tax payers to come in and pay before proceeding with further action.

 

 

NEW BUSINESS: None

 

UNFINISHED BUSINESS:

Manager Doane asked for a public hearing to be set for the new Dog Ordinance. Chairperson Strout motioned to set a public hearing for the Dog Ordinance on February 5, 2008 at 6:15 p.m. Councilor Coulter seconded the motion. Vote 3-0. Motion carried

 

 

MUNICIPAL WARRANTS:

Councilor Coulter made a motion to accept municipal Warrant #57 in the amount of $3,751.64 and Warrant # 58 for 35,524.32. Chairperson Gifford seconded the motion. Vote 3-0, motion carried.

EXECUTIVE SESSION:

Chairperson Strout motioned to enter in to executive session pursuant to 1 M.R.S.A. section 405(6)(A) to discuss the annual review of Town Manager. Council Coulter seconded the motion. Vote 3-0. Motion carried.
